City councilor Susan takes bribes from powerful businessman Reevers, allowing him to dump waste illegally in an old mine near her city. When she discovers that he's also disposing of toxic waste, threatening a nearby water purification unit, she wants to cancel their agreement but is murdered before she can act. Susan's sister Sunny, along with two friends who were once part of a female martial arts fighting squad, decide to take revenge on Reevers and his associates.
